Hit-run asylum seeker to stay in UK

A legal attempt to deport a failed asylum seeker who killed a 12-year-old girl in a hit-and-run crash has failed.


Aso Mohammed Ibrahim, an Iraqi Kurd who was already banned from driving, left Amy Houston dying under the wheels of his car in Blackburn. He was jailed for four months over the girl’s death, in 2003, but allowed to remain in the UK on his release.

The UK Border Agency (UKBA) appealed against the decision, backed by Amy’s father Paul, but that was rejected by two senior immigration judges last year. Mr Houston has been campaigning for years to get Ibrahim deported.

The agency then asked to be allowed to take the case to the Court of Appeal but that attempt has now also failed. The Home Office has said that a further legal hearing would take place in a bid to resolve the matter.

A spokesman said: “We will appeal this decision at an oral hearing. Mr Ibrahim was convicted of committing an offence that led to the tragic death of a 12-year-old child. It remains our view that he should be removed from the UK.”

Ibrahim’s lawyers have argued that human rights laws permit him to stay in the UK, where he now has a family.

Mr Houston, from Darwen, Lancashire, had to make the decision to turn off Amy’s life support machine hours after the crash and the 41-year-old engineer spoke of his frustration at hitting another legal hurdle.

He said: “This is torture for me. It’s an up-and-down rollercoaster that they keep putting me through.

“It is about fairness and about human rights. How can that not be taken into consideration? How can my daughter’s life mean nothing to these people?

“He is a criminal at the end of the day, and it is safe for him to return home. He should do so.”
